A tick that finds no crossed rung writes nothing and costs the crank reserve one transaction fee.

A fill or lift that would move the pool by more than three hundred basis points is cut to the size that moves it exactly that much. The remainder stays queued on the same rung and fires on a later tick if the cap is still across the line.
